The Apache Axis project provides a framework for constructing Simple Object Access Protocol (SOAP) processors such as clients, servers and gateways, etc.; Axis is a SOAP engine, plus a whole lot more. Developers wrote the current version in Java, but a C++ implementation of the client side is under development. Axis represents the third generation of Apache SOAP (which began at IBM as SOAP4J).

Axis also includes:

A simple stand-alone server.
A server which plugs into servlet engines such as Tomcat.
Extensive support for the Web Service Description Language (WSDL).
Emitter tooling that generates Java classes from WSDL.
Sample programs.
A tool for monitoring TCP/IP packets.

Axis has proven to be a reliable and stable code base with an active user community. Use it to implement your Java Web services.
