Apache HTTP Server (httpd) 2.2.21

Version 2.2.21 is primarily a security and bug fix release. Included are,
- A security fix to mod_proxy_ajp that prevents unrecognized HTTP methods from marking amp: balancer members in an error state. This helps prevent denial of service.
- Additional security fixes to how byte-range requests are handled.
